| Structural Conflicts and Industry Disadvantage: The Development of Taiwan’s Hard Disk Drive Industry |

| 本文擷取制度理論與技術演化文獻，以巨視的結構觀點，解釋為何台灣無法發展硬碟機工業。目前的產業發展與競爭力文獻，普遍強調國家體制環境對技術擴散的正面影響；實證上，並有許多對於高績效產業，在其所處制度環境中，成功發展過程之研究。然而，由於制度的僵化性、社會衝突的潛在性與組織技術學習漸進的本質，國家環境或可能對某產業技術的在地擴散過程有抵觸作用，亦即產業失敗有可能歸因於制度環境的負面影響。在此觀點下，本文採質性紮根的比較個案研究方法，指出台灣無法成功發展硬碟機產業的原因，在於台灣的國家體制並不能有效演化或快速進入硬碟機的技術軌跡。 |

| Taking a macro-structuralist viewpoint, this paper draws on the literature of institutionalism and technological evolution to examine the failure of Taiwan’s hard disk drive industry. Recent years have seen the acceptance of national institutions in determining industrial innovation and development. Many have focused on successful stories with an emphasis on the bright-side of institutions. However, given institutional rigidity, the potential for social conflicts and the evolutionary nature of organizational learning, a national system with deeply institutionalized principles may reject the prevailing technological regime. In other words, industry failure may be explained in terms of a failure of institutions. Using a method of qualitatively-based grounded, comparative case studies, the paper argues that Taiwan failed to grow hard disk drives because its society did not effectively co-evolve with the trajectory of the world-wide hard disk drive technology. |
