The main purpose of this research is to investigate the relationships between organizational structure, the climate of organizational innovation, the creativity of organizational members, and organizational innovation. There were 969 members from 132 companies had sent back the questionnaires. To gain 799 valid questionnaires from 106 companies. The results showed that: (1) There is no significant effect between centralization and the creativity of organizational members, either between centralization and organizational innovation. (2) The influence of formalization in organizational innovation would be through the creativity of organizational members. (3) In service business, the higher of specialization, the lower organizational innovation. In manufacturing industry, there is no significant effect between specialization and organizational innovation. (4) The relationship of organizational resource and organizational innovation, service business is higher than manufacturing industry. The influence of organizational resource in organizational innovation would be through the creativity of organizational members. (5) In service business, the higher of the stress of work, the higher of the creativity of organizational members and organizational innovation. In manufacturing industry, the higher of the stress of work, the lower of the creativity of organizational members and organizational innovation.
